<p><strong>I'm the only leader who's led transportation efforts across our entire region. </strong>That's included leading a regional effort to modernize and integrate our public transit systems, as well as convening working meetings to bring resources to Pacifica and Half Moon Bay, as well as to support safety in Woodside, Portola Valley, and our unincorporated communities.</p><p>As your representative, I will:</p><p>• Fight for a seamlessly integrated regional public transit system, including a California youth transit pass</p><p>• Work to modernize and hold accountable transit agencies</p><p>• Slow down unsafe traffic, whether speeding on rural State Routes or from unlicensed e-motorcycles</p><p></p>

<p>Above all, the Coastside is a place where people welcome one another, and earlier this month, Marianna welcomed me into her gallery for a truly meaningful experience: an art exhibition inspired by the article I had written a year prior.</p>

<p><span style="color: var(--color-text); text-decoration-color: var(--color-text);">I have the honor of serving as Chair of the Santa Clara County Valley Transportation Authority, or VTA. The landscape of urban planning and smart mobility is ever-changing, which means that there are always new tools out there which VTA, through innovative programs, can use to manage congestion and its impacts on our neighborhoods and communities.</span></p>

<p>Campbell Mayor Sergio Lopez never wanted to be in the spotlight ... After his parents lost their restaurant and had to foreclose on their home during the Great Recession, he felt compelled to enter public service to tackle cost-of-living challenges at their roots.</p>

<p>Campbell Mayor Sergio Lopez said he’s heard from many residents who are concerned about the “abrupt cancellation of this contract and what that signals about the federal administration.” The city’s history of hosting naturalization ceremonies “holds a lot of significance” not just for the community, but for himself personally, he said. Lopez’s parents were sworn in as citizens at the Heritage Theatre — an event he described as a “beautiful outpouring of community.”</p>

<p>Campbell, Calif., where I serve, is part of the San Jose metro region, <a href="http://www.demographia.com/dhi.pdf" target="_blank" rel="noopener noreferrer">the most unaffordable housing market in the entire United States</a>. I grew up here and experienced housing insecurity myself—my childhood family home was lost to foreclosure—so I’ve made housing a central focus.</p>

<h4>Here's How We Can Fix the Housing Market</h4>

<p>Campbell Councilmember Sergio Lopez has proposed adopting a policy similar to one in Santa Clara that bars U.S. Immigration and Customs Enforcement (ICE) from using public property for immigration enforcement ... Lopez and his office are developing a specific framework they plan to present to councilmembers for final approval by the end of March.</p>

<h4>Campbell set to ban ICE from using public facilities</h4>

<p><strong>Our district is one of the most vulnerable in the state to extreme weather, disasters, and climate change.</strong> This means partnership from the state level is essential.</p><p>That's why I'll fight to:</p><p>• Hold AT&amp;T, PG&amp;E, &amp; other utility companies accountable to prepare for emergencies and protect our communities from wildfires and sea level rise</p><p>• Make State Routes 9, 35, and 84 safe for our residents by reducing speed limits, adding infrastructure, and increasing enforcement</p><p>• Fight for a permanent solution on Vehicle License Fees for San Mateo County to prevent cuts to fire, police, and emergency services</p>

<h2>Safety &amp; Emergency Preparedness</h2>

<p><strong>To achieve climate and energy independence, California must lead the way.</strong> This will require fostering innovation while ensuring the progress serves our communities.</p><p>That's why I'll:</p><p>• Support investment in and scaling of new and emerging green technologies</p><p>• Work to stabilize and expand energy markets statewide &amp; nationally and build infrastructure locally, including support for electrification in rural regions such as the South Coast</p><p>• Lead the fight for expanding nuclear energy to achieve an abundant climate future for all</p>

<h2>Climate &amp; Energy</h2>

<p><strong>Coming from a family of entrepreneurs, I know how hard it can be to open and maintain a small business in California.</strong> That first-hand experience led me to fight to streamline permitting for small businesses in Campbell, as well as work to earn my MBA at the Haas School of Business at UC Berkeley, while making sure our city delivered balanced budgets.</p><p>I'll fight to make sure California:</p><p>• Maintains adequate reserves for a rainy day while balancing our state budget</p><p>• Aligns ongoing funding with ongoing programs, while using bonds to spur construction and development for the highest return on investment</p><p>• Remains the wellspring of innovation, particularly for energy and clean tech entrepreneurs</p>

<h2>State Finances &amp; Budgets</h2>

<p>Lopez said housing and business do not have to be at odds with each other as the city grows. “I think for a long time, the paradigm was seeing these things as opposed and that is something that I think has really shifted in the past few years, where addressing our housing crisis is one of the best ways forward economic development,” he told San José Spotlight.</p>

<p><strong>I know what it's like to struggle to navigate our healthcare system.</strong> Assembly District 23 is home to many of the world's leading health systems, but our healthcare system needs to both work better and more affordably for our residents.</p><p>As your Legislator, I will:</p><p>• Fight to fund youth mental health and suicide prevention</p><p>• Ensure California leads on reducing cost as a barrier to preventative, postpartum, and maternity care</p><p>• Work to ensure healthcare and retirement benefits for our hardworking farmworkers</p>

<h2>Healthcare</h2>

<p><strong>Assembly District 23 is primarily a rural district, and your next representative needs to know and understand these communities.</strong> I've spent time in each of these unique communities, getting to know neighbors by name.</p><p>As your Assemblymember, I'll:</p><p>• Support not just affordable housing, but also expanded healthcare and universal pensions for the farmworkers who put food on our table, allowing them to retire while supporting their families</p><p>• Fund microgrid projects in rural communities like La Honda and more to support electrification and resiliency, building on a successful pilot in Pescadero</p><p>• Support local resiliency centers and emergency preparedness efforts to guard against wildfire and flood risk</p>

<h2>Rural Communities</h2>

<p><strong>I come from a community where many of my classmates were more likely to join a gang than graduate a four-year university</strong> — but thanks to the support of my parents and teachers, education was my way out.</p><p>As your legislator, I'll draw from those experiences to:</p><p>• End the school truancy-to-prison pipeline</p><p>• Move away from a fee-based funding mechanism for California courts that furthers inequities and toward more financially sustainable models</p><p>• Strengthen state/local collaboration on dangerous roads such as SR 9, 35, and 84</p>

<h2>Criminal Justice &amp; Safety</h2>

<p><strong>Local public schools gave me the opportunity to write a new story for myself, becoming the first in my family to graduate college.</strong> Thanks to incredible public school teachers, I graduated from Yale University and went on to earn advanced degrees from Duke Divinity School and UCLA School of Law, while finishing up my MBA at the Haas School of Business at UC Berkeley.</p><p>At the state level, I'll:</p><p>• Lead adoption of a 21st Century Master Plan for Education</p><p>• Ensure access to Honors, AP, and Advance Math classes as well as participatory civics education</p><p>• Use state surpluses to introduce geographical cost-of-living modifiers to Local Control Formula-Funding and additional funding for "dual need" students in any district</p>

<h2>Education</h2>

<p>“Our small businesses are struggling and our housing crisis is only getting worse,” he said. “I’m ready to get to work on these issues. I ran because I knew I was ready to do the job. ... I had a story and perspective and skills that were missing from the discussion and I can raise up the voices of many communities being left out.”</p>

In Campbell, it's also meant slashing red tape by making most permitting ministerial or by-right.</p><p>As Assemblymember, I'll:</p><p>• Fight to increase housing at all levels of affordability and focus on reforming the 8th RHNA cycle to ensure mandates actually result in the creation of housing</p><p>• Support adoption of innovative housing stock such as mass timber to bring down the cost of construction</p><p>• Simplify state funding mechanisms to streamline the funding stack and decrease delays for multi-family construction while creating innovative financing mechanisms for ADUs</p>

<h2>Housing</h2>

<p><span style="color: var(--color-text); text-decoration-color: var(--color-text);">I serve as Mayor of Campbell, and we’ve been recognized by the state as a pro-housing city, with ambitious targets for new housing production ... Yet while we’ve exponentially increased our housing programs, we can’t tackle this alone.</span></p>
